The Fact Checker started during the 2008 campaign and then went on hiatus for the first two years of President Obama’s presidency before becoming a permanent Washington Post feature in 2011. All told, we’ve fact-checked more than 250 statements by Obama.
Budgeting can be difficult, particularly for expansive state budgets that require a ton of inputs to support 1,000s of line items each of which can result in massive variances depending on the development of various economic indicators like interest rates, commodity prices, etc. throughout the year.

This spike in 'hope' is occurring as the current economic situation is seen as deteriorating and, as the chart below suggests, this might be as good as it gets...
